The Outer Banks will experience rain and gale force winds (30+ mph) today that are expected to continue into Wednesday.
Flooding from the storm will remain a threat through Tuesday. High seas and rough surf will produce ocean overwash with inundation of 4 to 6 feet above ground. Soundside flooding will become extreme tonight with inundations of 3 to 5 feet.
NC Highway 12 south of Oregon Inlet remains closed due to sand and water on the roadway. Local law enforcement reported Sunday afternoon that pavement had been compromised in the northbound lane of Highway 12 north of Mirlo Beach and in the southbound lane south of the new bridge. NCDOT will continue working to clear the road, assess damage and make repairs to reopen it as quickly as possible.
Dare County Emergency Management is conducting a mid-morning Support Group meeting and anticipates releasing additional storm related information afterward. They advise everyone to use caution and be alert for flooded conditions and water and sand overwash on all roads throughout Dare County.
Cape Hatteras Electric Cooperative reports that Hatteras Village is without power and service is not expected to be restored until later today.
NCDOT has suspended ferry service between Hatteras Village and Ocracoke. Operations will return to normal as soon as winds diminish and conditions are safe. NCDOT road information is available by calling 511 or online at www.ncdot.gov/travel
Visitors should consult with their accommodations provider before traveling to the area.
One-stop early voting will be available today as scheduled at the Baum Center in Kill Devil Hills and at the Elections Office in Manteo, but is cancelled at the Fessenden Center in Buxton. For more information about one-stop early voting, call the Dare County Board of Elections Office between 8:30 and 5:00 p.m. at 252-475-5630.
County offices south of Oregon Inlet will be closed on today. All other County offices will open on regular schedule, at 8:30 a.m.
Dare County Public Works has suspended residential and commercial garbage collection for today. This includes the Towns of Southern Shores and Kitty Hawk. The Dare County scales, transfer station operations and recycling will be closed. Regular operations will resume on Tuesday, October 30.
Town of Duck –
The Town of Duck declared a State of Emergency effective at noon (1200 hours) on Sunday, October 28, 2012. At this time, no restrictions have been implemented. The Town of Duck is advising those who must drive to be careful as high winds can cause debris on the roadway. As conditions warrant, updates will be posted on the Town’s website at www.townofduck.com
Regular trash collection for both residential and commercial properties will NOT be picked up on Monday, October 29, 2012.
Residential regular trash WILL be picked up on Tuesday, October 30, 2012. Residential regular trash containers should be curbside before 5:30 a.m. on Tuesday, October 30, 2012. Commercial regular trash collection will resume on Wednesday, October 31, 2012 as regularly scheduled.
Recycling pick up is cancelled for this week. Recycling will be picked up on Monday, November 5, 2012.
Town of Kitty Hawk –
NC Highway 12 is impassable due to tidal ocean overwash and there is also flooding between the highways. Motorists should avoid traveling NC 12 in Kitty Hawk due to damaging debris, standing saltwater and sand.
Should anyone wish to report debris, or a downed tree in the roadway, please call the Fire Department at 252-261-2666. If anyone is experiencing an emergency, please call 911.
Please note, there will be no trash collection in Kitty Hawk today. Normal collection schedule will resume on Tuesday. The Kitty Hawk recycling center will also be closed today.
Town of Manteo –
The Town of Manteo administrative offices will open at 10:00 a.m. this morning due to inclement weather conditions.
Town of Nags Head
Outer Banks Hauling will be collecting recyclables on Wednesday and NOT Tuesday as usual this week.
Town of Southern Shores –
There will be no trash or recycling pick up in the Town of Southern Shores on Monday. These services will resume on Tuesday.
Residents and visitors in the maritime forest areas of Southern Shores are cautioned to stay inside until winds subside. Walkers on streets risk being injured unsuspectedly by falling tree limbs and branches.
Other Storm Related Information –
Dare County Transportation will be closed for service today due to unsafe conditions. Normal transportation service is expected to resume on Tuesday, October 30.
Dare County Libraries ask customers not to return library materials to any of the outside bookdrops throughout the County during this storm to avoid damage to returned items.
