Updated Information for Hatteras Island Visitors
Dare County Emergency Management is continuing to monitor progress in the ongoing effort to restore the services that need to be in place to support visitor re-entry. Although progress has been made, the infrastructure is too fragile at this time to allow re-entry of non-residents.
Visitors with upcoming travel plans for Hatteras Island are advised that visitor re-entry will not begin until a future date, sometime after September 17.
There are many factors to consider in determining when visitor re-entry can begin. These include reliable utility services, road conditions, debris removal, and the availability of food, water, essential supplies and other commodities. Other determining factors include adequate infrastructure to assure public health, safety and welfare as well as the restoration of vital business services that are needed to sustain and serve non-residents of Hatteras Island.
Emergency Repairs to Be Made to Highway 12 North of Rodanthe
Governor Bev Perdue has announced a plan to repair Highway 12 at Mirlo Beach north of Rodanthe. A contractor has been engaged and a project is underway to rebuild and pave a roadbed. NCDOT has also contracted Mabrey Bridge Company to supply a temporary bridge over a large portion of compromised roadway. This temporary repair is expected to be completed in 30 days. NCDOT will later determine a permanent repair plan.
Governor Perdue announced that the temporary and permanent repairs will both be reimbursed by FEMA and have no impact on DOT funds for the area, or the new Bonner Bridge project.

Residents Now on Hatteras Island Will Be Permitted to Leave and Return
Dare County Emergency Management has made special arrangements to accommodate the requests of residents that are on Hatteras Island who would like to be able to leave for non-emergency personal reasons, and then return.
Residents who want to leave and return must present a driver’s license and obtain a special pass from Dare County Social Services. Passes are available from 3:00 p.m. to 6:00 p.m. Saturday, September 3, and thereafter between 9:00 a.m. and 6:00 p.m.
The special passes will be issued only by Social Services personnel on duty at 2 locations – the Dare County offices in Frisco & at the Rodanthe-Waves-Salvo Community Center.
Residents who leave should be aware that their re-entry may be congested if they plan to return during the staged re-entry of residents scheduled for Sunday, Monday, and Tuesday.

Community Meeting Sunday on Hatteras Island
A community meeting is scheduled for 4:00 p.m. Sunday, September 4 at the Avon Volunteer Fire Department.
Everyone on Hatteras Island is invited to meet with Board of Commissioners Chairman, Warren Judge, and Vice-Chairman, Allen Burrus as they discuss the on-going recovery effort and listen to citizen concerns.
Vendors Are Requested to Use Special Hours
Vendors carrying commodities to resupply Hatteras Island from Stumpy Point are asked to use the hours of 12 midnight Saturday night, September 3 through 4:30 am Sunday morning and thereafter between 10:00 pm and 4:30 am.
Vendors using the early morning ferry routes will help the recovery effort and benefit from a less congested trip with faster turnaround times between Stumpy Point and Hatteras Island. The early morning hours are intended to help vendors avoid being intermingled with the staged re-entry of residents that starts at 6:00 am beginning Sunday morning.
Staged Re-Entry for Residents of Hatteras Island
A staged re-entry for residents of Hatteras Island begins 6:00 a.m. Sunday, September 4. The staged re-entry will start with the villages of Buxton, Hatteras, and Frisco. Conditions, utility service and other supporting infrastructure in those villages is the most conducive for re-entry at this time. As conditions improve in the remaining villages, re-entry will be established and announced as soon as possible.
Re-entry will originate at the NCDOT Ferry dock at Stumpy Point, on the Dare County Mainland. The re-entry times are staggered throughout the day in order to avoid long lines and further inconvenience.
Prior to entering the ferry, the vehicle operator must present a driver’s license showing a local address for the Village designated for re-entry with a last name matching the alphabetically indexed ferry boarding times. Following is the staged re-entry schedule –
Sunday, Sept 4 – Buxton residents
• Residents with last names, A through D – boarding at 6:00 am
• Residents with last names, E through H – boarding at 10:00 am
• Residents with last names, I through L – boarding at 12:30 pm
• Residents with last names, M through P – boarding at 4:00 pm
• Residents with last names, Q through T – boarding at 6:30 pm
• Residents U through Z, & any other Buxton residents – boarding at 10:00 pm
Monday, Sept 5 – Hatteras residents
• Residents with last names A through D – boarding at 6:00 am
• Residents with last names E through H – boarding at 10:00 am

Burn Ban Announced by the Dare County Fire Marshal
The Dare County Fire Marshal has issued a countywide burn ban effective immediately. Until further notice, no burn permits will be issued.
Curfew Hours for Hatteras Island – 12 midnight to 5:00 am
A curfew on Hatteras Island remains in effect from 12 midnight to 5:00 a.m. until further notice. During the curfew period, individuals should remain indoors. Those who violate the curfew are subject to criminal prosecution. The curfew also applies to anyone attempting to gain access to Hatteras Island by watercraft or any marine vessel during the curfew period.
Cape Hatteras Schools – will be closed on Tuesday, September 6.

Update – Highway 264 South of Stumpy Point
Highway 264 south of Stumpy Point is closed for travel to Hyde County. NCDOT does not anticipate having service to this area restored for at least several days. As progress is made, further updates will be issued.
FEMA Assistance
Individuals and businesses owners can begin applying for assistance from the Federal Emergency Management Agency (FEMA). Assistance can include grants for temporary housing and home repairs, low-cost loans, and other programs to help individuals and business owners recover from the effects of Hurricane Irene.
